Electrotechnology Transfer Award

Purpose

To honor individuals whose contributions in key government or civilian roles led efforts to effectively transfer/apply federal or state sponsored developments in advanced electrical, electronic and computer technologies to successful commercial sector opportunities.


Form of Recognition

Specially engraved plaque.


Frequency

Annually. Limited to two awards per year. Award will not be made in any year that no qualified nominations are received.


Eligibility

Individuals in government or civilian positions either having personally applied or having provided the driving force to cause the successful application of the transferred technology in its original form or in a significantly broader application than first envisioned in the research.

No current member of the IEEE Board of Directors, the IEEE-USA Board of Directors, the IEEE-USA Awards and Recognition Committee, or IEEE staff may be candidates, or nominate or endorse candidates for this IEEE-USA award.


Nominations

Nominations must be submitted by an IEEE member. Nominations of candidates for this award shall be made on nomination forms available from the IEEE-USA Office in Washington, D.C. or via the IEEE-USA web site.

Endorsements are required from a senior management person from the initial research/development origination, and a senior management person from the organization which successfully applied the technology. An endorsement from an IEEE technical society leader is highly desirable but not a requirement.

 


Basis for Nominations

The original development needs to be documented in reports which were prepared under sponsorship by the U.S. federal and/or state governments. Nominations should be based on developments sponsored by the federal or state governments within 10 years of the nomination closing date.

The sponsorship will include the following types of activities.

  1. Contracts from collaborations; e.g., Cooperative R&D Agreements (CRADAs) with a government or government-owned entity.
  2. Work within companies supported by government funds.
  3. Internally sponsored work within the government organizations.

Basis for Judging

  1. The technology, when applied or transferred, must have offered significant contributions (those recognized by a substantial segment of practitioners within a technical field) to the advancement of electrical and/or electronic components, software, subsystems, and/or systems within the commercial sector. Examples include devices developed in federal labs for government use or commercial applications; developments leading to new products; substantially enhanced products; support processes that lead to significant cost reduction or higher profit margins; and improved manufacturing technologies.
  2. The scope of the applicable technologies must be within the IEEE field(s) of interest.
  3. The individual(s) selected for this award must have had direct or personal involvement in the application or transfer aspects of the technology. The individual(s) need not necessarily have been included in the original development. Activities of the individual must be considered above and beyond normal expectations by others in his/her field.

Selection

The nominations should be submitted on the appropriate form no later than March 30 of each year to the IEEE-USA Washington office, ATTN: TECH TRANSFER AWARD. A special panel consisting of IEEE-USA R&D Policy Committee members plus a representative of the IEEE-USA Awards and Recognition Committee will review the nominations and recommend suitable individuals. The recommendations will be reviewed and approved by the Awards and Recognition Committee and submitted to the IEEE-USA Board of Directors for final approval.


Presentation

The presentation of the award shall normally be made by the President, IEEE-USA or designee, (preferably the Vice President for Technology Policy or the Chair of the R&D Policy Committee, at a major IEEEE or IEEE-USA Conference.


Citation

A citation should be proposed by the person originating the nomination. The citation will be subject to review and may be modified if appropriate.
