31 October 2002 The Honorable Christopher Dodd Dear Senator Dodd: On behalf of The Institute of Electrical and Electronics Engineers -United States of America (IEEE-USA), I would like to thank you for your leadership and contributions in obtaining Congressional passage of H.R. 3295/S. 565, the Help America Vote Act of 2002. As you know, IEEE-USA supported this legislation and its goal of establishing assistance to the State and localities by providing uniform election technology requirements for Federal elections and improving election technology and administration. IEEE-USA is honored to be named as one of the members of the Technical Guidelines Development Committee that will assist in the development of the voluntary voting system guidelines. We look forward to working further with the Federal Election Commission, National Association of State Election Directors, American National Standards Institute and others in this capacity. We feel that our strong experience in standards development will bring a high level of expertise to the committee that will further serve the public interests of the legislation. IEEE Project 1583 (P1583) has been sponsored by the IEEE-Standards Association since February 2001. Project P1583 is charged with development of a standard of requirements and evaluation methods for election voting equipment. The resultant standard will provide technical specifications for electronic, mechanical, and human factors that can be used by manufacturers of voting machines or by those purchasing such machines. The IEEE-Standards Association has also been working in close coordination with the FEC, the U.S. Architectural and Transportation Compliance Board (Access Board) and other public and private sector organizations (including the major voting system manufacturers) on this goal. The IEEE-Standards Association also an ex-officio member of the Voting System Standards of NASED has garnered valuable inputs and support from various state election officials. IEEE-USA is an organizational unit of the Institute of Electrical and Electronics Engineers, Inc, created in 1973 to promote the careers and public policy interests of the 235,000 electrical, electronics, computer and software engineers who are U.S. members of the IEEE.
