Dear Director Rogan:

I am writing on behalf of IEEE-USA to commend the U.S. Patent and Trademark Office  for conducting its recent telecommuting pilot project.  We encourage the PTO to adopt a permanent telecommuting program and expand the criteria for participation to make it more flexible and inclusive. There is a significant number of engineers and computer scientists with relevant expertise who would consider employment opportunities with the Patent Office if they had the flexibility to work from locations other than Washington, DC.  The Patent Office would not only benefit from their technical knowledge, but greater reliance on telecommuting workers would also help promote use of information technologies, systems, and tools that will make the patent process more effective and efficient for inventors. These benefits are in addition to the general benefits associated with telecommuting, which include reduced office occupancy expenses, increased productivity, improved worker motivation, organizational flexibility, resilience against external disruption of services, and societal benefits such as reduced traffic congestion and related environmental impacts.

IEEE-USA believes that an expanded telecommuting option would help make those opportunities more attractive, especially for our members with the requisite electrical engineering and computer-related sought by PTO.  Please let me know if there is anything that we can do to assist the PTO in this regard.
