As the Senate begins a debate on patients rights, including medical privacy issues, IEEE-USA would like to bring to your attention our position on Principles for Privacy, Confidentially and Security of Personal Health Information.

As we point out, technological barriers are not an obstacle to resolving this debate. Rather, technology exists that will implement a sound coherent policy, once adopted.

IEEE-USA supports legislation that will protect American's medical information and records. We hope these 30 principles will assist you in the coming days.

Also attached is quot;Driving Toward Guiding Principles," a JAMIA (Journal of the American Medical Informatics Association) article that compares privacy, confidentiality and security principles adopted by a variety of governmental and private organizations.
