February 25, 1999

The Honorable Jim Jeffords
Chair, Committee on Health, Education, Labor and Pensions
United States Senate
428 Dirksen Senate Office Bldg.
Washington, DC 20510-6300

Dear Senator Jeffords:

I am writing on behalf of the Institute of Electrical and Electronics Engineers, Inc.-United States of America (IEEE-USA) to request your support for the confirmation of Dr. Joseph Bordogna as Deputy Director of the National Science Foundation (NSF).

Dr. Bordogna has been serving as "acting" Deputy Director and chief financial officer at NSF for the past two years. Previously, he was NSF’s assistant administrator for engineering. Dr. Bordogna is highly regarded by his peers as a distinguished engineer and educator with both industry experience and standing in the academic community. Prior to appointment at NSF, he served as Alfred Fitler Moore Professor of Engineering, director of The Moore School of Electrical Engineering, and dean of the School of Engineering and Applied Science at the University of Pennsylvania. He was a founder of the Philadelphia Regional Introduction for Minorities to Engineering (PRIME) and served on the board of The Philadelphia Partnership for Education, a community coalition that supports academic programs for K-12 students and teachers. He is a past president and Fellow of the Institute of Electrical and Electronics Engineers (IEEE), as well as a Fellow of the American Association for the Advancement of Science (AAAS) and the American Society for Engineering Education (ASEE).

We can think of no one better qualified to assist Dr. Rita Colwell in seizing the opportunities and addressing the challenges currently facing the Foundation.

Sincerely,

Paul J. Kostek
IEEE-USA President
