Dear President Clinton:

I am writing on behalf of the Institute of Electrical and Electronics Engineers, Inc.-United States of America (IEEE-USA) to acknowledge the outstanding service rendered by Dr. John Gibbons during his tenure as Director of the Office of Science and Technology Policy, and to state our support for your proposed nominations of Dr. Neal Lane to fill that post, and Dr. Rita Colwell to become Director of the National Science Foundation.

Now that Dr. Colwell's nomination has been elevated to the Director level, we would ask that you seriously reconsider appointing Dr. Joseph Bordogna as Deputy Director of the National Science Foundation. Dr. Bordogna has been serving in that post in an "acting" capacity, prior to which he was NSF's assistant administrator for engineering. Dr. Bordogna is highly regarded by his peers as a distinguished engineer and educator with both industry experience and standing in the academic community as former Dean for Engineering and Applied Science of the University of Pennsylvania. We can think of no one more qualified to assist Dr. Colwell in seizing the opportunities and addressing the challenges currently facing the Foundation.
